It's probably because of that new Steam policy that a game needs to sell X amount of copies before it's enabled for cards - to avoid the "card farming games". The developer seems pretty active, and I would guess he would add cards if he could / when he can.

Base price is $20, it says 15% off but I bet it is much cheaper in your region (SteamDB says ~$1.5 in Vietnam)
