Bought a RU Steam gift, now can't activate it

Today I bought a KSP RU/CIS gift from G2A.
I've connected to a Russian VPN and claimed the gift. Now it's in my inventory, but I can't activate it, because it's saying that I can't do it in my country.
I have a russian IP on checkmyip.com, so I just don't know whats the problem.
I've disabled the Steam Guard too.

If he creates a new account using a VPN nd den activates the gift on it?? i know technically he needs to be connected to russian servers all the time bt could he b able to play the game with the VPN??

I've tried that, but I can't even trade the gift yet. I get some sort of error, maybe I just need to wait till I will be able to use the market.
