you only get in trouble if you activate VPN to abuse the steamstore...

By ToS, yes. But using it for activation only isn't that dangerous. Buying at the Steam store, even more just to get good prices (e.g. Russia) would be more critical.
Furthermore, for the activation of my version of Dead Rising 2: Off the record I didn't even need VPN.
Edit: but yeah, GA creator set the rules. I'm glad I already have it. :-D

yea it seems they removed alot of games from IP region blocklist... traded "Saints Row 2 & 3 Complete" weeks ago and was able to activate it without VPN...

Like others said: I think they removed the IP block for german users for this game this year. So are we not allowed to enter at all? Worst case it doesn't work and you re-roll then after confirmation. For now I have refrained from answering the ITH since I would need to lie.
As for the bump topic. For Anime it is probably Mahou Shoujo Madoka. For Manga .... hm ... tough question. There are a lot of good mangas out there. Eyeshield 21 was epic. One piece has a really great lore. TOG has great lore too. Then there are the occasional horror or romance mangas I like to read -_-
