No it's not, it's the same open ID login system that this site and numerous others use as provided by Valve.

It still looks pretty suspicious. It's basically a webpage titled "Keys!" and that asks you to login with Steam. Though, the login is secure so it's fine.

I didn't really know how the Valve login system works. I thought that any site that uses it have to be approved by valve.
