won a game here that has cards, but no card drops for me?

it shows up as a full game key in licenses and product key activations

No card drops remaining. How do I earn card drops?
so its not a full game key? or weird bug? other people on my freinds list have cards for the game

Could be problem with Steam updating your account. Sometimes it takes 24 hours after activation until cards are shown as available.

Some games from free mass amount keys giveaways had card deactivated, can that be a case?

Yes, some promotional keys do not give card drops, but give you the full game. In some cases you can add a free game license, then remove it, and that will allow the card drops.
