I had this on Ubuntu, though it was not a Steam bug, it was just the Nvidia "display" sending EVERY SINGLE NEW WINDOW in an inexistent display.

On the library page > support > Gameplay or technical issue > "Request a refund" is somewhere on the right

Edit: This is what I get in Skyrim, I have the "I purchased by accident" option on a game I purchased today.
Edit2: There's also "It's not what I expected". lol

Fixed bugs when maximizing windows on a secondary monitor which is larger than the primary monitor

(my secondary monitor is smaller than primary).
