Gifts from Russia- Dying Light

In Steam there is this notice when i want to buy Dying Light:
Notice: Purchases made in Russia and CIS countries will only be playable in Russia and CIS countries.

It means i can really just play it here in my country and will not be able to play it when i go to study abroad like germany?
Or means it that its not possible to activate it outside Russia and CIS countries?

Not exactly. There was a thread about a guy, who bought a lot of games on Steam, while he was in Russia (he born there, so it wasn't just a trip). When he moved abroad, his games were no longer working. Steam Support offered nothing, but they can remove those games, and he can rebuy them again for more money than RU+CIS copies. I wouldn't really risk it, but I guess Russia not only has a no gifting rule, but you have to stay in russia, in order to play games bought there. If not all games work like this, a lot of them probably.

Ty..With other games i never had problems- because it was only activation in Russia/CIS countries. Also when i was long time ein EU. But this playable is new restriction...

Yeah Steam added that after the 4-pack "error". Basically a russian guy unpacked a 4-pack, and the rest were ROW. They had the RU+CIS tag, but they were ROW. Activatable and playable outside of mother Russia :D

Короче, как прибудешь например в Германию, не давай стиму доступ в интернет и он даже не будет знать что ты не в стране СНГ/России.

Схема такая же, как например если твой друг играет в свою игру, а ты тоже хочешь поиграть в какую-то его игру через Family Sharing. Ты скачиваешь в стиме нужную игру, рестартуешь стим и отрубаешь инет, стартуешь в оффлайн моде. И все, можешь спокойно играть. Вот так вот, в твоем вопросе, как я уже сказал, похожая схема :)

I think you can vpn it and play them. or just buy region free also :)

This game is run-locked. This means you have to use a VPN even to play it, not only to activate.
