You can lose level cause a game Price on steam changed , or cause a game was added to the bundle list retroactively .

Example: a Game was worth 20$ on steam , but then changed its price to 10$ , you lose 10$ worth of CV if its an Unbundled game or 1.50$ if it was bundled .

Example 2 , A game you gave away was recently bundled , but not yet added to the list ... It was worth 10$ and you got 10$ worth of CV , then the game was retroactively added to the bundle List , you only gain 15% of the game worth for bundled games , so 1.50$ , so you lost 8.50$ worth of CV .

Price fluctuation, the game was finally added to the bundle list because the single bundler just managed to catch up his backlog, the Steam price itself dropped, or the site just hates you.
One of those, usually.

Not a bug/suggestion.

Sometimes it takes several days for games in a current bundle to be added to the bundle list. A game on the bundle list only gives 15% of contribution value, so it is possible that the addition of games in current bundle to the list resulted in your level dropping. Note that when a game is added to the bundle list, all giveaways for the game from after the bundle was released will be affected.

For example, if a game is in a bundle on Jan 15, and is only put on the bundle list on Jan 30, after Jan 30, every giveaway made for that game starting Jan 15 will retroactively only give 15% value.

new reality studio pack was on 90% discount until yesterday.. any game inside that pack that costs more then $6.99 by itself was improperly registering as $69.99 on the system while that sale was going on.. (city of chains in your case)

you dropped down to your proper CV level rather then the improperly inflated CV you had while that sale was active.
