If you don't have the DLC (like me) you can still redeem the codes, and it says "you have new shift offers" or whatever it says after you redeem a shift code, just the heads won't appear in game until you activate the DLC (as far as I know)

Waiting on the codes for the skins that are supposed to go with the heads :P Think the reason why they have not put those out too was due to some glitch or some such with one of them.
