Gifts you win must be activated on the Steam account you used to register. Do not regift, trade, or sell the gifts.

Did you win it here? If so, you have to activate it like Crazy told. But you said you can't because of region lock then you need to contact with GA creator and ask for a reroll or deletion. Mods do not want to reroll a region locked giveaway cause someone from that region may win it again. Better to delete.

Edit: I am pretty sure it's a US only key.
