I find it weird if it's out of stock already it should still show up in the search bar, right?

Yeah, if it's out of stock, it shows "Out of Stock" on the GMG store page like this:

So if you get the region error it sounds like a bug considering the game has no restriction.

However I didn't know the game wasn't region restricted.

XP requirements are incorrect, I'm at bronze and still need 426 XP to get to Silver, so think it's more likely that 500 is Silver.

I do not pre-purchase games, never did and never will.

I believe 1 per tier. I was silver and got its game. Now that I am gold I was able to get Bomber Crew. But I don't think I will be able to get the new gold tier when it is released.

As far as I'm aware, each new giveaway/freebie is separate from the previous, so you should be able to claim the next regardless of whether you claimed the previous game.
That said, there may be regional restrictions on certain games, as well as potential restrictions if you've already purchased the specific game on GMG before.
