Most North African countries don't allow for their credit cards to be linked to Paypal so kids can't even ask their parents to buy them games from Steam if they wanted to. There isn't really a culture of student jobs, part-time jobs and summer jobs around, those kind of jobs rather to to exploit and slave poor kids and parents wouldn't let their kids work in jobs they deem not respectable. There isn't an audience and acceptance of video games nowhere near as it is in the US/EU so parents probably don't know the concept of buying games on the internet, and I myself will never buy a game at 60$ which is like half of most salaries here.

Everyone owns a debit card, but not a credit card. Credits cards aren't all that common. But still you can't buy stuff online with debit cards.
