This quest was limited to the first 100 people who claim the reward.
Zero loss because it doesn't give any exp or cards, it only made sense for those who actually have the opportunity to go to gamescom.

BUT, since I know the people of the internets...they saw a new quest and had to complete it despite if they could use the reward or not.

So my guess is only a small amount of those 100 actually went to people that were planning to go.

Yep, they said they only count those friend registration after the quest is revealed, and now not completable due to some issues that Devs are still looking at, like doesn't matter the reward as they're already gone, but still making quest completable so they don't stuck in available quest section.

Also today's Daily Quest is fixed now.
