This is first and foremost a UI fail (assuming that the average SG forum user is not just a moron)

2 quick fixes:

• label the search box with search
• add some text/hint/guide/whatever on http://www.steamgifts.com/forum/new

Both of these measures take only a couple of minutes to implement and should render users more aware of this issue.

A way more "expensive" solution would be something like this:
Ajax - Check for similar thread before posting a new one

...

People just need a bit of common sense when browsing a forum.

You want to post a topic » you search in case there's an existent one. Easy as that.
