You might have gotten the same card twice, if you are looking at the badge website instead of the inventory.

Hmm. When I bought the game, got the notification popped up, it only said 2 as well.

Eh, I bought 2 things as gift copies yesterday, steam told me I'd get 2 cards, inventory notification popup told me I had 1 new item instead of 4, and so did the green "new items" highlight in the steam client & web page.
Checked inventory, 4 new items there.
So i really wouldn't trust the notifications.
