I don't know about the rules for these, but I'd guess taking a screenshot of the Steam gift in your inventory and putting that in the description will be fine for proof.
I read the rule as it is OK to giveaway gift copies of the game, just not keys.

Though there are some games you can't make a giveaway of even if you've got giftable Steam copy, like Metro 2033

If it's a legit purchased game on Steam, but it's on the "Exploited List", it will still be treated as an exploited game. It sucks, but that's how it goes. Mods can't spend all their time sifting through "Proofs of legit purchase".

"CD-keys" so yeah, only keys. a gift can't exploited, only stolen or bought with stolen CC.

You can submit Steam gifts perfectly. Only CD keys for those games aren't allowed though I believe that list is a bit dated.
