Recently I won a giveaway for Minion Masters Premium Edition. The creator of the giveaway send me a gift through my email but it was the free version (the free copy given to the owners before the game become f2p), which I already own. I contacted the creator and he said he didn't know the game is f2p now and that the gift was in his inventory for two years.
Since it's a different version of what the giveaway says what should I do in this case? Should I mark it as non received to not get penalized?

You can agree to have it deleted and he has to send in a ticket.

And yes regardless mark it as not received.

Don't mark it as received!

You can either:

  • Tell the sender you want the Premium version and won't accept this and wait
  • Accept a game name change (if that is even possible for this game)
  • Accept a giveaway deletion

Won't help because the winner already has the game.

Other than No.2 those are the available options.

True, but that doesn't matter for Steamgifts, as long as Steamgifts sees you own the game, but because it's free-to-play I doubt the name can be changed.

GA changes are super rare, and it would be a lot of work for a game that would worth 0 CV as it is free.

If you agree to delete the gift, the creator has to create a ticket with the support to delete the giveaway and you have to say in the giveaway page that you agree with that.
The support won't remove the giveaway without your approval...
