Can't purchase on Steam

I need help. I get an error saying my purchased failed and I need to contact steam support. I've tried on my iPad, iPhone, and PC but nothing works. I tried on my cellular network to get a new IP, but nothing works.

Only Arma II about a month ago. Otherwise I've got gifts from friends. I have $20 in my steam wallet so no debit card errors should be a problem.
