I'd say that rule is never applied since there is no sanction for that. Tons of people posted giveaways with special rules and the general idea from the forum is that it's allowed.
Some probably get permission, but I only know that Dwarden did. Don't have any idea about the others.
Also "winner must play the game" isn't feasible since you can't take away a gift after giving it and winner can't play the game before receiving it. Yet I'd say it's a good requirement.

When the giveawayer says something like "you must at least play a couple of hours of the game" he means that he doesn't want his money to be sent down the drain by some idiot who randomly joined his giveaway because he could, not because he wanted the game in the first place.
It's not like those "you should play the game" rules on giveaways can be enforced. I do see some that say on the description that only those who comment on the giveaways are elligible to win. Admins have nothing against people who do harmless things like that on their giveaways, because they're reasonable and are overral interesting, to say the least.

If it is something like "play 1 hour" everythings fine. I can understand that gfiters don't want people to get a game they don't play.

I see in the FAQ you cant have special requirements without getting permission but then I see a TON of games that have requirements like 'must at least play an hour of the game' or things of that nature. Do they get permission of that in advance or is that rule just a bit lax?
