Well, it's a trade-off.

I think SteamGifts is not popular enough with people who create giveaways, but too popular with people who enter them! My ideal SteamGifts, of course, is one with millions of people who create giveaways, where I am the only person who ever thinks to enter them. Groups would consist of "Let's Give Aquillion RPGs", "Let's Give Aquillion FPSes", "Let's Give Aquillion Our Spare Bundle Games", etc. Rules: Only Aquillion may enter giveaways. When you join the group, you must create a giveaway. Whenever Aquillion wins a giveaway, you must create another giveaway. You must create an additional giveaway each month. Best groups ever.

(But more seriously, it all balances out. I don't think the overall chance of winning has shifted much. Although it'd be interesting to collect stats on that.)

Not really.

Even 2 years ago there were 1000 or more entries per giveaway on some. Granted you could join a couple of less than 100 or near 100 entry giveaways but even when it was invite only the win percentage for public giveaways was nothing to root for.

So no.

Steamgifts has 389,492 Members.

Steam has roughly 54 million Steam accounts registered (according to Wikipedia), and so only 0.7% of all Steam users are members of Steam gifts, not all of which are actively entering giveaways at any given time.

As a result, I wouldn't say Steamgifts "has too many people on it" or is "over-popular".

Yes, I found it easier to win back when I first started. There was also not that many bundle/sale giveaways, however the number of group and private giveaways that have been created since has somewhat compensated.
