It would be nice to be able to limit giveaways only to people who really want the game rather than those who bulk-join giveaways. It would also increase their chances of winning significantly.

There's a theoretical option of abuse if people add the entire steam catalog to their wishlist, but I think it's unlikely that anyone will bother to do that. If it ever becomes an issue there are many ways to prevents impact (for example, for every 500 games in wishlist of users with Level less than 2 they lose half of their account points).

Also not everyone will want to limit their games this way. I for one never limit my giveaways to Invite only or Groups, but I accept that some people want to do it.

I think I've seen this brought up before... Maybe have, maybe not. I'll look around in a few minutes.

But... essentially what would be to stop someone from adding the game to their wishlist just for the purpose of entering the giveaway?
Would it only be visible if they already had it in their wishlist? What about the "Invite Only"-style giveaways where the link is given on the forums, they see that link, know what the game is, and add it to their wishlist for the purpose of entering?

May or may not be possible to pull the wishlist added dates so the date must be at least 2~3 days prior to the giveaway start to qualify to enter, maybe. Or would just been invisible unless already in wishlist work on its own?

I have nothing against the principle, but I kinda feel it would work better using whitelist giveaways. Adding a small amount to whitelist based on if they seem to have a genuine interest. Not a ideal solution either, since some people maintain mass whitelists and/or blacklists and it'd be a hassle to remove after each one.
But a recent Homeworld Remastered giveaway used this setup.

Only found one topic on the same matter after a quick search using "wishlist", didn't seem to last long under the pretense of there being people who do abuse the system by adding every single steam game to their wishlist.
Suggetion: Add to "Who Can Enter" list "Have in Wishlist" item
