If someone has a sign that says "need money for food" I give them the food. Someone asks for a giveaway that they want, i give the giveaway for anyone to win. And they technically did say a giveaway so..

I know you're being good..
But the problem is, not all people really need them / really deserve it,
they can do some effort to get them, trading, working, other.
Just like other people who not lazy, they deserve to get something from their effort..
Besides why giving people some food when they say "it's cheap", "i can afford", we can give other people who really need it.

2nd. There is potential where people will start thinking "why i do trading, entering giveaway, creating giveaway, in order to get this game when i can beg and get it for free".
Maybe admin/mod see this as potential problem, that's why they create rules.

Of course it's public! I don't have money to feed MY game addiction plus a beggars! Lol, but I always do giveaways with whatever change is left from my sales binges. If you wanna be technical, SteamGifts shows you what games people want the most, so they are anonymously soliciting games in a roundabout way.
