Does anyone know if reinstalling a game through the disc will download/install it without using the internet data plan?

No. But it would still download the latest patch.

If you install a Steam game with a disc, it will then download all the patches immediately afterwards

It depends on the game. I have Sonic Generations on disc, it still needed to download even without patches.

Arkham Origins came with 3 discs and still needed a 7GB download, even though the entire game is only 17 GB.

They probably used CD-R discs. :D

That would mean they could only fit a bit over 2 GBs total. Probably using dual layer DVDs, because regular ones could only fit ~14.1 GBs.

First disc had about 6GB on it, second one had only 2 and the third one had 1GB. Each DVD can hold 8GB or so, so I don't no why they bothered with 3 discs if they were going to make us dl half the game anyway. I bought retail specifically to avoid a big download:(

Call Of Duty: Ghosts comes with 4 disc's for PC and i own them.

Good old days, when you could decide for yourself what patches and upgrades you´d like to install for your SINGLEPLAYER game...

you can set steam not to update a game if you dont want to patch it yknow

Reinstalled L4D2 and Skyrim from disc. Needs to download DLC and patches, but I seemed to get all the data other than those.

Depends how new the game is. Every game on Steam is now on the new Content System, so older games which used the old content system will not only download patches, but also download a varying amount of data to turn the old content into new content.
