Stumbled over this yesterday too, bit strange that the season pass is only visible on the site of one DLC and not the game itself.
In case anyone is wondering; Yes, Steam says its a DLC and requires the basegame. but you can buy it without.

Gruntp was a bit faster with the Link, but according to SteamDB the package is not available in India (or at least currency wise), so maybe tahts the problem.
