In this case, "which items" should I select and "what should I write" to apply for the Request?

If you are selected as the winner of a giveaway and then your account is suspended, the giveaway creator has the option to request a new winner.

Considering this statement, can't I file until I notify support of the "violation" and am "suspended"?
My memory is a little hazy on my perception of that area, so if you know, please let me know.

I also wondered because I have heard that even if support closes a ticket, the timing of when it is suspended is "indeterminate".
(Would it be subject to Request in that case even if Suspend is not shown?)

If you check the winner on SGT and there is a red flag, request a new winner.
If the violation is new to support, they will suspend the winner an select a new winner for your giveaway.
If the winner already serve a suspension for their rule breaking, support will tell you and you should send the key/gift.

If the violation is a non activation within the last month, select the first reson.
If it is an old non activation or a multiple win, select "other".
In both cases write to support the broken rule you detected and link the giveaways.

If any support member reading this says there is a better way to handle thinks, please let me know.

Basically, if you see a red letter, report it.
Violations that are considered old are "Other."
Those that are not are selected differently.

Is that what you are talking about?

For me the description is not optional. You write a sentence what kind of infractions you found. "Dear support, my winner has 2 non activations" or similar.

This is a pretty big shock to me since I have been in SG.

This is because browsing a user's game library with thousands of libraries is very labor intensive and time consuming to check.
I have heard in the past that listing is mandatory.

Should I write it down if I can?

Only thing I can add is that requesting new winner because of potential rule violation does not extend time to sent game to the winner.

Say my giveaway ended on 1st Jan and I check winner on 7th Jan for rule violation, and send re-roll ticket. It can take us sometimes few days to go through tickets, especially in busy times like Steam sales or Christmas. If we don't check ticket before 8th Jan win should be send to the winner, as creator is required to send win within 7 days of giveaway closing. Winners can't wait additional x days because they have 5 y/o multiple win violation, where suspension was served long time ago.

Also I sometimes see in comments winners asking if there is problem with giveaway, and creators being like "you have inactivated win! I ask support! You rule breaker!". That's not really positive. Unless win is recent in majority of cases suspension was already served, so re-roll will be denied. And it can just make winner annoyed to out them like that. I would just ignore such questions and act on whatever support says in response to the ticket.

Perhaps it is CG's work, so I don't expect an immediate change, but I hope it gets better.

Gift donors and winners are expected to be "gentlemen" and should avoid making questionable COMMENTATIONS to the winner other than those exchanges for which there is visual or electronic evidence such as a "transfer statement" or "receipt".
(unless required for the gift transfer process)

My personal experience is that there is a lot of unreported both "old" and "new" regarding red letters.

I used to send piles of user reports because of non-activation. But after few weeks I made cut-off for how old infractions I was reporting, there were too many false positive reports taking too much of my time. I did catch few people with years old infractions that were never caught, but it was extremely rare. At least those few years ago when I was doing it as normal user.

This would require site coding by site admin, so don't think it would go through. But I would not mind giving creator yes/no info about suspension for particular giveaway, IMO they already know someone may have potential infraction after checking them manually or with SGtools. I would not show any history on support page, when trying to file ticket. But if you pick "Did not activate Witcher 4 with GA code abcde" as a reason for re-roll - it could check if someone server suspension for it and give back info.

Yep. SGtools can also rarely show false positive results. Not sure if they have now automated check for banned games on Steam to exclude them, or script still need to be manually updated after each ban wave.
