Scammer or not!
They also need appropriate victims, which are plenty. The gambling addiction of South-East Asians, the infamously gullible nature of Muricans, the general low average age of CS:GO and competitive FPS players worldwide, who are too young to understand what money or gambling means…
Plus, to be honest, this is a scam where the otherwise seemingly impossible Russian–American partnership has bloomed to its fullest. Some of the most infamous and proven cheating CS gambling sites were operated by Americans.

I think I was 10 years old when I started gambling. Granted I was beating people at chess & MTG (Black Tempest Deck FTW) for my money.

The old 'be mod and I set you to win jackpot' trick. I wonder if this is considered a violation of TOS of this site under the 'calling out' rule? Either way I am glad I saw this before the conclusion is drawn ;)

I really do not like that "I set you to win jackpot". even the website was legit I still refuse that because I found it very offensive. others work hard to have what they do and myself lost many times and got frustrated about and other just gets picked up as winners by moderators..

Although Russia is often depicted as some totally anarchy-ridden semi-apocalyptic wasteland where lawless mobs try to enforce the iron-fisted despotic rule of the oppressing dictators, they have quite nice extensive laws. Some a bit too extensive, but hey, Anglo-Saxon law system on the other hand can be amusingly stupid sometimes too. As for gambling, it is pretty much illegal apart from a few oblasts, and even there it is regulated beyond hell. The gambling nature of that site is illegal then, not to mention the whole "I can rig any raffle" part.
I'd say try to report them, but even if you managed to send a letter to some federal authorities, they can pack up shop and just restart under 48 hours anyway.

i'm not saying they arent a scammer cause odds are they probably are, however that screenshot shows nothing more then an extremely odd conversation about moderation and how a scummy website works.. i see no actual scam attempt inside that screenshot, so imo there is nothing to report yet.

On the off chance you don't know what I meant by that ;-)

In every casino there is a group hired by the casino to gamble and "win" to lure more ppl in. There is no "fair" in this. Everything is rigged

So this guy randomly adds me and ask me to be his moderator on his jackpot site.

Wanted to warn the others about this. And should I report him on SteamRep or something, somewhere?
Check the website if it's somehow secure, it is 4 days old and located Russian Federation City: Moscow.
Never on any website/forums gave the impression I want this, and like always, that was to nice to be true. What do you guys think?
Note for myself: I should really respect what I said in my Steam profile description!
