Digital codes are allowed as long as they can be sent with a physical code and they are not prohibited for resell in the case of steam they are not allowed if they are just a key from like humble bundle plain generic keys that anyone could make up
If they look like this and you ship them in the mail you can sell them

Though some do still sell humble codes and such on there but risk getting account disabled as those are not allowed.What some due is if they have a code like from the pic i posted,they will give you the code and also send you the card with the code.
Though most games on the are just plain keys and do not come like the picture posted,in this case the seller may have the wallet cards and will send you the code now,and mail the card to make it a legit auction..

The point is people intending to make gifts purchase them. I'm not sure how to explain it. Thing is, some people purchase $20 worth of steam wallet funds ONLY because a gift card of it exists, otherwise they wouldn't. You can argue "BUT X IS BETTER" and it may be true, or not, but if you ask for a reason, there it is. The profit is a sale that POTENTIALLY wouldn't have been otherwise made.

If I understand correctly, this is a coupon code directly from eBay. It may be used on many different things on the site from many different sellers as long as you spend at least $100. In other words, I think eBay is probably covering the $15 for the buyer and the seller will still receive the full amount. Or at least not take the $15 hit in its entirety.

If i remember correctly a wallet card is considered a new payment method as if you used a new credit card to fund your wallet. I believe activating a wallet card will apply a 7 day market restriction to your account. You should still be able to buy games from the store. Just a warning for anyone that wants to use the community market during the summer sale.

Can anyone else confirm that adding one of these wallet codes won't add a market restriction to your account? I added one a couple months ago and don't remember a restriction, but I might not have tried to use the market.

The last time I activated a wallet card was last year so it is possible this has changed since then. Steam has made a lot of changes in the past 6 months so it is possible that this has changed. Just wanted to make people aware that it might happen. We will have to wait for someone to activate one and see.

Do you know if that restriction was applied to all accounts or just accounts that haven't used a wallet card before? I used a few of them two years ago for the Summer and Winter sales, and plan on using another for the upcoming Summer sale this year, but I don't want to have to wait through a 7 day market restriction.
