Steam started using a new method of delivering the store pages some months ago in order to prevent exactly this kind of scenario. As a consequence, it usually takes a few minutes for all the discounts (and the usual daily deals) to update.

The other bundle (the 31 games) is cheaper per game. €3,42 / 31 = around €0,11 per game
Edit or buy the 13 game bundle(€0,105 per game) first. and then the 31 game bundle. This might be cheaper i think
