Its basically just PP policy, Ive already contacted them lots of times. Basically, if their "internal security system" decides this payment looks suspicious it wont let it through and you cant do jack about it. :(

The key is region free, but the site locks out non Brazilian IPs since EA fears sales for their games.

Well FM13 is the 3rd most played game on Steam. The only bad thing about it is that EA locks out FM13 out of Germany to make a monopoly for their own FM.

I would consider playing FM as the game is more of just micro managment/simulation game than sports game. (AFAIK)
