If you're in RU or a CIS country then yes, if not then Steam won't allow you to activate it.

Yes, it it allows you. SOME games have restriction on launch, you can't be able to playactivate it. Depends on what's this game, check it RU/CIS steamdb.info page or Gift description in the inventory.
