As the title says im wondering. i think its strange cause i cant see, if the person maybe owns the game already or has it in his inventory and i thought we have to make our profile puplic (or only for the registration?).

It's only for registration and syncing your account. If you're worried, try adding the winner. That way you will be able to see his profile/inventory.

Once you've added them, you can see their list of games though. Not their inventory if that's private too but 1 out of 2 is better than nothing.

Not always. I've had people that I traded with (outside of steam) so after sending them my gift they automatically became friends with me. But when visiting their profile I get the same message.

OP could try to contact support to see if the person has activated previous wins by looking at sync data?

We don't have the ability to check sync data. Only the site administrator can do that.

Ahh, in that case, just ask the person politely to be allowed to take a look at his games I guess?

Also, you could try putting what you want to give in the basket on the steam store, then select buy as gift, and gift directly, there it will show if someone already has the game or not (might not work with some packs though). And of course this is not to buy, but just to check. I have used this method in the past (the person needs to be on your friends list as well).

SG requires users to make steam profile public once every week(?) to sync up. And yes you do need to gift it in this situation

That is true. Private accounts have to be synced once every week. Otherwise they won't be able to use the site.

It seems it was just a steam-bug. thx for fast answers (and btw, u cant add a user, who doesnt take part in the steam-community)

edit: and a user doent taking part in, hasnt a profile or even an inventory

You could ask them to temporarily un-hide their profile/inventory/whatever, but I don't know what would happen if they refuse.

I guess it's theoretically possible for a person to make their profile public, sync their account, hide their profile, buy a game, and then finally try to win a second copy - but who would do this?

I would say that refusing to make a private profile viewable to the gifter when requested is perfectly grounds for a re-roll. As someone who has a private profile, I wouldn't hesitate to show it if asked, and certainly wouldn't think any less of the gifter for wanting to check for any skullduggery :)

Would like to think that support could grant a re-roll for this sort of suspicious activity.

u all didnt understand me. it wasnt the problem he has a private profile, the problem was, he had NO profile (maybe u didnt know that but u can use steam without using the steam-community (including a profile, chat, inventory and so on))

but its all ok now, it was only a steam-bug. after 3min i could add him as a friend cause his profile popped up.

You wouldn't be able to register on SG without at least a certain amount of value to your steam account and therefore have your steam community activated.

I understand wanting to make sure people play the game they win, or making sure they don't already have said game, but at the end of the day there is no way to know for sure. A public profile isn't going to show you I own the game on another platform or that I own the game on my significant other's profile.

Frankly, being the arbiter of who is qualified to accept your gift is a hang up many people on this site need to get over.

Lets not even get into the plethora of legitimate reasons why a person would want their profile private in the first place. In a perfect world we could have transparency, but bullies, scammers and stalkers ruined that luxury for you.

That said, making a profile viewable for 2 minutes in order for the gifter to check the winner's profile is in order (ie they have activated all their wins) is a reasonable request, and refusal to do so would strike me as a very valid basis for a re-roll.

While gifters cannot choose their winners per se, I would refuse flatly to give a game (ie the fruits of my hard earned cash) to someone who was cheating the system, or had done so in the past, even if that meant receiving a "not received" strike.
