You can ask support for more giveaway slots. Just explain why you need them, and they'll be happy to oblige.

If they have seen the key, next to the key will be a green eye. If no feedback is given, you can make a ticket requesting feedback.
EDIT: Also you can message them on one of their older giveaways that you can enter asking for feedback via this or on steam.

i've done it with level 3 and still i see some people see the key and redeem it in steam and ignore to leave it marked as received sadly

Never ever had this happen (just 100% ignoring so not even key seen), so seem you've just had some bad luck with winners.
Did this happen once or more than once to you?
But yeah, as others said support is the way to go.
And after so many giveaways you definitely should have more than 8 slots for giveaways.

happened twice now with both giveaways 2nd one got 7/8 but the first one looks like bugged it's 8/8 but still waiting for feedback and inside under winners still he didn't mark it as received he actually did mark it as received and redeemed the key but idk why he marked it as unperceived again
edit: i think we should have an option to disable people with more wins than giveaways or more wins value than giveaway value from joining the giveaway so it would be easier to know which one is active which one is just leeching :).
and just a note i started blocking every single one i see got rate more than 2:1 or sees the key and activate it without mark it as received since i only got 8 giveaways at once.

That's really strange. It's much more common at level 0 and 1, but you've had really unfortunate luck to run into it this often at level 2 and 3.
In any case, if the issue is that you have too few slots, ask Support for some more slots, so that way the odd person who doesn't mark giveaways as received doesn't hold you up for a week.

the funny thing I've done with level 3+ and the people who won were around 5+.
he just marked the offer as received today and ty its a great idea i might contact the support for more slots.

Well I feel for you since it happened to me a few times. The only thing you can do is wait for him or try to write a GA he made..
The thing I would hope CG will implement soon is if the winner saw the key (green eye) you can send a support ticket and not w8 for 7 days like it is now even if he saw it or not :/ (Ofc for the ticket to be valid he would need to have activated the game)

Yeah, it's annoying how some people like to just sit on their wins. I also agree 7 days is too long. 1 day, sure, we have lives. 2 days, why not, we can go on week-end. A whole week? If you go on vacation, maybe don't enter my 1h flash GA right before leaving? :s
Increasing level sadly doesn't really solve that issue: even setting my level req to 5+ I still regularly get people who sit on their win for 3-4 days (and then don't even say a word when they snatch the key). I even had to reroll twice in the last couple of months, because ppl sat on their win for 8 to 10 days, ignoring my messages.
However, people who use the key and still don't mark the game as received are way rarer. A few hours delay, sure it happens (also happened that I did it myself, when activating from work and being interrupted), but anything more than 12h, I never had the case.

i do agree that's the time should change to less than 7 days and if there is an option to allow people to set as "unavailable " if they are going to vacation or something so people would know that they are away for more than a week. i got this twice now tbh that's why i am only going to send giveaways to whitelists only :)

heya,
it's just annoying watching a lot of people when they win the giveaway they use the key and leave it untouched without marking it as received or not.
is there any other way to know those people and blacklist them because it's really annoying seeing the game in there library without any answer or won't even answer your steam chat or emails.
edit: so this afternoon he marked the key as received and a minutes ago he marked it as non received again for no reason.
