Does DLC's are compatible with different versions?

I am interested if dlc's which were bought at RU store will work with ROW version? Will I get any restrictions?

Bioshock Infinity... it has regional restrictions... and Im interested if it will work with my ROW version...

I'm pretty sure it's region locked.
For example - Clash in the Clouds SteamDB
