Steam does that to everyone. The, "We are unable to further assist you", thing. It is crap and I always make sure to write back that they didn't help me in the first place, so they would be unable to further assist me, without the requirement of having assisted me to begin with.
Valve is eventually going to end up in court answering for some of this stuff and eventually they will end up having to actually offer customer support and do things the right way. They basically invented the whole full on game manager/store type operation and so they made their own rules. Whenever this happens, it can take a long time for logic to set in. Until then, they basically can do what they want. I am just hoping that they get sued or investigated for this, someday. I don't think they will win. The current lawsuit is a step in the right direction, but doesn't cover most of the things I would like to see covered.
Until then, you have one move and one move only, that may work. I'm not sure if it would even work for foreign people, but the move is to contact the Washington (State) Attorney General and file a complaint with them. That would just about be the only move that would force them to do something. I can't think of anything else you could do. You would have to convince the Attorney General staffer that ends up with your complaint that they shut down your account and never gave you a fair chance to prove your innocence. It is a hail mary, but the Attorney General is there to make sure people have a last resort to turn to. If you explain that they won't allow you to contact them and that you were never allowed an investigation or given facts related to the closing of the account, they might write them and force them to do something. That something would be to look into it more or to even make contact and hear you out. It wouldn't be much, but you at least would have a small chance.

You can't call Valve. You can contact the Attorney General with the link I left at the bottom of the post. This Link.
I don't know if they will help you or not, but Valve is in Washington, so they may help you. I don't know how it works if you aren't an American, but the company is.

About a problem with my old account... all i get it copy past shit saying do this do that then contact us... then they just go quiet for 1 week...
I had a problem on origin with my account, Someone had logged into it and had try to change password but thanks to my sequity password he was not able to get past... but due to that Origine helped me sorted everything out and gave me a random game in apolagy for the problem...
I have to say it... steam support vs Origin support.. Origin wins x40 they have atleast a real support and not a copy pasters...

If it is actually your brother's credit card, have him contact Valve and tell them that the credit was not stolen and he in fact authorized the transaction.
If, on the other hand, you traded with someone you don't know in Russia, there's a high chance you got scammed and ended up with a game actually bought with a stolen credit card. In that case, I don't think there's very much you can do.
