Can members fake giveaways for over 1 month ($600+) & still advertise their new steam group? scam?

Ooof... that looks pretty bad, doesn't it? Hopefully the group owner is okay and will eventually come back to fix things.

EDIT:
I just looked at his Steam profile, he's currently in-game, playing Killing Floor 2. So I imagine that he's physically and mentally okay.

I got questioned doing 1 Cyberpunk giveaway when I said it was a GOG key ( didn't understand the rules but not to worry )

Could i just make loads of fake giveaways and advertise my group? for a whole month?
