I think there is already a feature like that. We call it "wishlist".

The problem with it is that I get a lot of recommended games which I do not like.
If you like them, why not wishlist them

The Recommended section appears to be a consistent combination of your wishlist, the community wishlist, and games you enter frequently [which aren't on your wishlist]. Aside from the obvious solution listed several times above, I'm unsure as to why your recommended games would be leaving your recommended list to begin with, unless you're already not entering them regardless.

Thats how I see it, too.
I know, hurr durr, thats whats the wishlist is for, but I dont dont see any reason either why they shouldnt be permanent. Putiing something on the wishlist requires work and also being able to log into steam. For me thats not the case when Im away from my computer.

I would add a new button here: http://i.imgur.com/rMLBLi5.jpg
for mark/unchecked like recomemded any game, and then that they appears in the recommended list and permanently, until that you unchecked these games of your recommeded list. A control a bit more manual, like a little whistlist only of steamgifts.
