It means that you can receive "up to 20% of the value of your non-bundle giveaways".

Total Value = Non-Bundle Value + min(Bundle Value, Non-Bundle Value * 0.2)

But all the games you've given are on the bundle list. So:

If you giveaway $25 of bundle listed games, these are white-listed and count as $25, you then get the 20% on top of that (hence why you're at $30.00). Any further bundled game value you give is locked away until you give games that are not on the bundle list.

So, if for example you giveaway a $20 game that's not on the list, you'll get the $20 of that + 20% ($4) of your bundle locked CV. Meaning you'll be at $54.00
