So he created a GA for a game that he did not actually possess a copy of. Can't help but feel that this is somehow against the rules, even though it probably is not. Though people do buy directly from the Steam Store after their GAs end, but I feel like that's a different story from trading for it.

Ah, I see. Thanks for clarifying that. I don't have any doubt in my mind that OP's giver will uphold the giveaway. And mobile authentication needs to not be a mandatory thing for trading.
