there's no cut off. people say that it has to be +%95 in any store but there's no such thing anywhere.
I always say that anything can be bundled any time for any reason and also marked with any time, retroactively.
so, in this case, the only reliable answer is maybe.

Out of curiosity - will be game added to the bundle list if store where game was purchased from RU-CIS (or any other region with low prices) and not covered by isthereanydeal?
For example. Game - Unreal Tournament 3 Black costs in russian store (www.steambuy.ru) about 1,35 $. This is more then 90 % discount from US price. Steambuy looks legit to me.
I am sure I can find more such games. I'm aware that only one person works on bundle list but it seems that you need check almost every store in the planet.
