Short answer: As stated in the FAQ: giving games out.
For the long answer, do check the FAQ itself :)

Thank you very much! I always make a point of reading FAQs - if they have been asked frequently, I'll probably need the info in the future.

One very common question is "where is the FAQ?"... Maybe we should add this to the FA....

What are levels, and how can I increase my level?
Levels range from 0-10, with level 0 being the default after registration, and level 10 being the highest level attainable. Levels represent a user's contributions to the community. At their core, they are calculated based on a user's contributor value. When a user creates a giveaway that's received by the winner, their contributor value and level increases. This allows the user to access additional giveaways that are restricted to higher levels. If you mouseover your level in the navigation bar, or the level on your user profile, you'll see a tooltip with the level rounded to 2 decimal places. This will give you a better idea of small increments in level, and when you're about to level up.

i would also add upon this that you need to look at the stars next to the giveaway

two stars = free or classed as free (meaning it might have been given away for free some place)
one star = bundled means it get's 15% value so if it costs $1 it gains you 0.15 on your level value
zero stars = non bundled or classed as such and therefore should give the full amount of the cost of the game on Steam (even if it was bought as a deal on another website)

if you give more than 5 copies of the same game away the value goes way down but not sure how much or rates for this sorry

Don't give away games because you want to level up - giveaway games either because:
1 - it is a game or dlc you own already
2 - you feel like a bundle is good value either for giveaways or for you to keep part of the bundle and you don't want part (like if it is Humble Choices and you keep 3 games and giveaway the rest)
3 - you make it for a special event (like my annual Christmas community train) or for your birthday

These are the main ways to giveback (if you don't or can't spend much money) there are some places to get free keys also (pm if you need some ideas)

Considering they give mostly free or heavy bundled games, it isn't really effective.

if you run the Twitch channel it had (at least when i got it) Demon Turf for only 1500 and i said if they don't want to spend money of course they could instead spend ££££ and just buy new unbundled games at high prices if they need or want it quick

Performing sweepstakes, take a look at the FAQ that explains better about the applied discounts.
