Well considering the guy has been on here in the past hour, and has had 20+ hours to hit received or reply, I figured he would have done SOMETHING by now and no amount of contacting him would help.

Yes you can. Some of the bundle makers don't want you to, but in the end, legally you bought the key, you can give it to someone if you want.
What are they going to do, spend thousands or 10s of thousands of dollars and many months in court to get another dollar or 2 and that is just from one person, how many keys are given away on here in just 1 hour?
Oh and doing that would cost them 10s of thousands, if not 100s of thousands in really bad PR.
I'm also sure the actual game makers would prefer the games went to people who actually wanted them instead of being wasted and unused.

Personally when I have a CD key I am giving to someone, I temp add them to steam. once they are respond I send the key to them, and after that I usually say something like "and once you get a chance, can you check off that you received the gift on steam gifts" and then I send the link they can use http://www.steamgifts.com/manage/won
I prefer doing it this way with keys because after I have sent the key, I take screen shots to show the person got the key. Just in case they decide to try to not click the button, I at least have proof for support here to show that I did send the key.
If the person will not add you to steam friends and will not acknowledge you in e-mail then make sure you show proof to support that you already sent the key.
After you have sent a key, there is no way to know if its been used or not, so you really can't ask for a reroll, because if you reroll and send it to the new winner and they try it and its taken, well you either have to provide a working on, more money out of your pocket or you get in trouble with Steamgifts. Basically do everything you can to protect your own backside. The way I have been doing that, protects my backside.

So I gave away games from the humble bundle, but 1 person that won I sent the key to, and he never hit gift received, and it looks like he ended up buying the bundle himself so I have no way of knowing if the key is still valid for a reroll, what do I do?
Also he still hasn't hit gift recieved, or sent me a mail or message saying anything so that just seems asinine.
