Contact user and if he doesn't give you another key of the same game within a week, mark as not received.

You should contact the creator, explain the situation and ask them to provide a working key. If they fail to, mark it not received after 7 days.

Contact support and owner.

Contact the giveaway creator and tell them the key is used. If, within 7 days of the end of the giveaway, you have not been provided a working key, simply mark as not received. Don't mark as received if you didn't receive the game or can't actvate it for some reason. Redeem all wins on your account.

If you don't get the game then you need to mark as not received - if nothing else you could be suspended for not activating your wins if you mark it as received. I would suggest politely contacting the gifter about the problem though - it might well be a genuine mistake that he is able to resolve.
