Why I can’t add it to library myself?
Because we buy the game in steam store of our region, your steam account have to be logged in our region to add the gift to library, if the account is logged in your region, the gift can’t be added to the library. After we add the gift to library, you can download and play the game in your region.

Will you take the items on my steam account?

Is the game region locked? Why all the work for no reason. :S

Steam key is probably region restricted and they're going to activate it with a VPN, which is against Steam ToS and might lead to your account being permanently suspended.

Don't do any of that, take a refund and report the seller if he offered you ROW key. If you decide to agree on their terms - don't say that nobody warned you.

Ask for money back. If you really want, tell them you can use the VPN yourself.

As everyone is saying... you have multiple why not you should do that :D
