It only means that one of them doesn't want you to enter his giveaways. There are dozens of reasons for that. It doesn't mean he will have any negative bias towards your tickets.

Expect them to speed up - more support, and previous members got promoted, so more people can deal with "reports" as well (They emphasized that you should report on rerolls, because reroll-tickets were handled by more people than reports done from the users' profile)
