I keep seeing DLC Give-a-ways for DLC I already have. I just one a DLC I thought I did not have. Guess I did. Got it a while back. I am working with the poster to give the key to another person, but still. I looked back at all the DLC I have entered for. Turns out almost everyone one of them. I already have.

So, now I am getting into the habit of checking to see if I own a DLC before I enter a give-a-way for one.

Anyway to fix the Sync to recognize DLC better?

Steam's API doesn't support DLC so there is no way how SG can sync your DLC.

Maybe this could be added to the FAQ and/or Guidelines? Since full games we already own can be hidden but DLC cannot, that would very likely confuse many new users.

I just hide all the DLC that I see and which I already have.
Nowadays I hardly see any repetitions of DLC, so this is definitely a success.

Pretty sure the whishlist trick is the only way to go :
1/ add each and every DLC you want in your Steam wishlist (they shall be automatically removed once you own them)
2/ here on Steamgifts stop entering any DLC giveaway except those on your wishlist listing ( steamgifts.com/giveaways/search?type=wishlist )
That's all I know ¯\_(ツ)_/¯

or just hide DLC you own on SG.

That looks so easy... but... Where does Steam shows the full list of all DLCs I own ??? (without browsing to each game one by one)

I use the wishlist as said in your first message, but when it doesn't work, like for groups giveaway, if it's a DLC, I click on it to check if I own it or not, and if yes, I hide.

Fascinating fact: They never did and probably never will.

Unfortunately that is more than likely correct. Hopefully Valve will change this one day so it's recognized in the Steam API.

If I see a DLC giveaway I'm interested in I just click the giveaway link to Steam and see if it tells me if I own it or not and if I do own it I just hide it on SG.

In addition to what the others have said, I use the Steam Web Integration userscript to put an icon next to items I already own (and then I hide them in SG)
