About multiple giveaway restriction

I still not sure about multiple giveaway restriction.
For example : I created Whitelist+Group+Region+LV.

So who can enter?

  1. anyone who qualified for the 4 requirements
  2. anyone qualified at least 1 of the requirement
  3. Region+LV will always enforced, while anyone from Whitelist or Group can join (don't have to qualified for Whitelist and Group at the same time).

Whitelist is basically another group. So anyone who is in your whitelist or one of the groups specified, is of high enough level, and resides in the given region will be able to join.
