You're right, it is against the rules to give a region locked copy. Contact the person and explain the situation- he needs to give you a row (rest of the world- can be activated where you are) copy within a week from when the giveaway finished or you'll have to mark it as not received.

It's just a tag that is applied to game gifts without a particular regional designation. A gift marked ROW is region-free and censorship-free.
It basically means that there is a version of the game that cannot be activated somewhere (Russia, EU, ...) and the RoW can.
As he obviously cannot activate the version from the one who created the gibs' region he needs the RoW version.

Region Locked games seem to be allowed here, as long as they're not locked out of the English speaking world. Most of the time a region lock either restricts the key to Russia, or restricts the key to everywhere BUT Russia. Replace 'Russia' or add a country or two for some keys.
If you are in a country that has a very different piracy culture than the USA, or your language uses an alphabet that does not match the one Steam Gifts uses, (english standard, whatever it's called) a special version of the game is usually made. This special version is region locked. The same holds true if the game is excessively violent or your country has banned it.
Depending on the content of the game, it could express views contrary to your government's views, and your government is oppressive enough to keep the game from being legally played in your country, regardless of how you obtain it. If you are lucky, you will see an edited/censored version of the game created for your country specifically which can't be registered outside of your country. Russia and Australia often see this happen.

They are not allowed, but support isn't too hasty about deleting giveaway of region locked games. CG is completing a list of regions with locks and in some point in the future there will (might?) be a special feature to giveaway region locked games.
For now, such giveaways usually slid past support's attention and it's up to luck of the creator if he will get "not received" or not.

Aloha, i won a region locked game so i declined the gift, but there were an option to accept it but the usual add to inventory button was missing.
What should i do? do i need contact the player again and accept it and keep it in my inventory because cant do anything else? Or just click in not received after 7 days? I might be wrong but i thought region locked games not allowed on steamgifts.
