What is this movie called?

I remember watching it as a child..
The scene I remembered was a person driving a taxi. The passenger said if he would arrive at the airport in 5 mins then the driver would receive $100. The driver then chills and flicks some switches and the taxi gets modified (exhausts, etc) The driver then speeds up and by the time he arrived at the airport the guy pukes.

I'm not sure if its from the same movie, but I also remember the guy riding his bicycle through the neighborhood (parkour stuff) and then getting his licence.
