EDIT: Oh, i guess you mean that he won your giveaway but he's not online to redeem the key right?

If so then, If he doesn't accepts your Friend request/Doesn't redeems the key within 7 days then you can reroll your giveaway.

There is no need to contact the support. Just reroll the giveaway after 7 days, If the winner still doesn't redeems the key.

He already sent him the key (as far as I could understand) so he must either contact winner and tell him to accept (if he doesn't within 7 days) or just contact support and request ban for the aforementioned user who has (as far as I could understand) activated the key but has not (up to this moment) checked 'Received Gift'.
