From what I understand, each ticket opened is actually a new ticket. This obviously creates an issue when hundreds of people are opening tickets for the same reason - fraudulent giveaways, users not following rules, and so on. Even if a support rep closes a user report, closing all of the other tickets for the same reason can take a lot of time and can quickly cause a burn-out. Even if each ticket only takes a few seconds to scan and close, there's still the psychological effect of closing so many == accomplishing a lot.
At the moment a user report requires the username, the first report should open a ticket and each additional report should simply be appended as a note.
Likewise, reporting a giveaway should require the five character giveaway code. First report opens the ticket, and each additional ticket appends as a note.
